I called the number back and got a message in an American accent saying, "If you're hearing this, your call has been accepted." Sounds to me like it could be some kind of PPI company or something along those lines.

i got a call on my phone but it only rang a few times before stopping, didn’t leave enough time to pick up. so i rang them back, hid my number first, and a recorded voice said i’d won a place in some prize draw if i phoned another number. i just ended the call then.
