Don’t just accept a refusal. Also, raise your concerns with OfCom and get your MP involved. A few years back, both the police and OfCom looked into this scheme, and it even made it into some newspapers. If you search for 084 online, you'll find plenty of info - try a few search engines if you don’t find much at first. It’s also worth checking the numbers you dialled and those that called you around when the charge was applied.
