Every call was free except for one that lasted just 3 seconds, which cost me 30p. After looking over the bill, I saw that calls to numbers starting with 084, 087, 09, and 118 get charged like this by those services. Seems like this was a scam call. So, if you try to call back one of these unfamiliar numbers after checking who's called you, be careful - you could end up paying 30p a minute!
