I've been getting loads of calls from this number about double glazing and home renovations. When I rang back out of curiosity, they admitted they buy phone numbers from some database. My number hasn't been active for 6 years and is on the TPS list, with call blocking and privacy settings turned on, yet they still manage to get through somehow. I was under the impression that cold calling like this wasn't allowed here!
