The screen was stuck, and I couldn't get rid of the message or restart my machine. What worked for me was hitting CTRL+ALT+DEL all at once to open the Windows Task Manager. Then I went to the 'Processes' tab, found the browser process (it said Google or Mozilla), selected it, and clicked 'End Task'. That shut down the browser and everything went back to normal.
