So I got this letter from hmrc saying I owe £469 for some seiss grant thing I never even signed up for. They claim I got it back in may last year or something. Feels like a total scam to me. Don’t bother calling that number or anything, just ignore it.

this is definitely not from hmrc or any government agency. they sent me a letter that looked just like hmrc's official ones, but it was fake. i got an email from hmrc like usual, never any call from them on that number these scammers provided. when i checked gov.uk, that phone number isn't listed for hmrc at all. they’re trying to trick you into giving your personal details, claiming they need to verify who i am. they even said they called my phone (which they obviously didn’t). honestly, it’s such a dodgy scam and it made me really annoyed! don’t fall for it!
