The message is full of weird capital letters, no proper punctuation and it just cuts off at 'Ret', which probably was supposed to say 'Returned'.

It said I owed £2.99 for shipping or my parcel would be sent back. If that was true, Royal Mail usually leaves a note to sort out the payment when you collect it or sends one back with the payment.
