This is definitely a con. If you visit the link included in the message, you'll find it’s a complete replica of the Royal Mail's official site. There’s a strong chance that if you provide your card information to pay that sneaky £1.99 charge, these fraudsters will wipe out your entire account, not just that small fee. Stay alert!
