Sounds like a total con to me. Royal Mail don’t usually text you out of the blue, plus whoever sent it would’ve had to pay to send that message. If you actually owed anything, they’d leave you a proper white card to pick up your parcel from the sorting office, no text like that.

Received a message saying it was from Royal Mail claiming they tried to deliver a parcel on Sunday 1/9/24. It asked me to pay £1.99 for redelivery or else the package would be sent back. I'm not waiting for any parcels so this looks like a scam to me.
