Whoever this chap is, he’s quite insistent on getting your personal information. He claims to be from some sort of investigative agency and comes across as rather impolite. His accent resembles one from Africa or thereabouts. He tries to sound all official but, frankly, he ends up saying you’re wasting his time and demands the details he’s after. Let’s just say he was told in no uncertain terms where to stick it!
