I reckon this message is a clever and risky scam. It looks like its from some government office, claiming that folks who qualify will get help with living costs now. I got the text and it’s making out that I, being an elderly 90 years old, can claim the money. They tell you to follow the link they’ve put in... best avoided, if you ask me.
