After a short silence, the recorded voice came on saying, "Her Majesty's Revenue and Customs..." so I ended the call straight away. Since I haven't got any dealings with HMRC that would need them to ring me with a recorded message, I reckon this is probably a nuisance or maybe even a risky call.
