I keep getting calls from this number with some automated voice speaking Chinese. They've rung me a few times on this one and also on 07866 340824. Whenever I try to call back, it just cuts out and shows up as an unknown caller. Really odd behaviour.

Quick update: I ran the voicemail through a translator and it turns out to be a phishing scam where they pretend to be from the Chinese immigration office. Don’t bother calling back because after just one ring they seem to shut the number down straight away. Same goes for 07866 304824 - no use trying to get through.
