I picked up this number and it turned out to be a message from HMRC saying they were going to take legal steps against me soon. When I rang back, a woman answered pretending it was just a regular number, asking who I was. Looks like scammers might be using actual mobile numbers to test out calls these days. I told her that the number she was on was being misused without her knowing, and she just said "Maybe" before hanging up.
