I tried calling the number back but it says it’s not in service - how come it was able to call me then?

this person claimed to be from the cr investigation team. they knew my name, postcode, and even said my birthday was 02/09/1992, which is wrong cos I was born in 1957. they told me i supposedly owed £6000. i asked how they got all that info but all i got was some rubbish answer and a dodgy phone number.
