Just had a call from that exact number, same thing happened to me.

I got a text saying DVLA: Apparently I’ve got a refund because I overpaid my vehicle tax. It asked me to sort it out by clicking on a link (something like idvia claim-form-ref7 0[###)/). Seemed a bit dodgy to me!
