This number got in touch with me as well. We met on a dating app and moved on to WhatsApp chats. The guy, calling himself Jim, said he was employed by NATO. He never sent a recent photo, just a dodgy looking screenshot of a website which he said was outdated. He even brought up marriage really early on. It all felt a bit off, he was overly sweet and even sang to me over the phone. Before long, he asked me to buy a phone for him. I didn’t go for it! After seeing other people’s comments, I’m certain it’s a scam. Have since blocked him.
