Something feels off here - I haven’t received any card about a missed delivery, plus I’ve not ordered anything that would require customs charges. If you head over to the official Royal Mail website, which is “royalmail.com” (not the link they gave), you'll see that to fill in any redirection forms you first need that missed delivery slip.

Total scam this one. They pretend to be Royal Mail but it’s actually a phishing attempt or some sort of fraud. Really don’t click on any links in those messages.
