He announced, "I'm from the Tax Advisory Group, mate," in a distinct Northern twang. You could hear some background chatter, and it seemed like he was stifling a chuckle, while it sounded like some others nearby were finding it amusing.

I’ve received a dodgy call from someone named "Dean," who’s trying to pull a fast one by claiming he’s sorting out a tax refund related to a loan. Total scam!

This is definitely a scam involving an attempt to claw back tax overpayments related to PPI interest from HMRC. They are incredibly pushy and quite irritating. Best to just sidestep them altogether.
