I rang them back and they just denied calling me at all, even tho they clearly did.

If this number really belongs to someone, they ought to get in touch with OfCom and their phone company to sort it out if scammers are using it. Might as well let your MP know about it too, it’s not right. You definitely don’t want your phone number getting flagged with 7726 since that could land you in trouble. The tech should stop overseas scammers from using fake UK landline or mobile numbers, but sadly most scam calls and messages happen exactly like that.
