Being the first to report this makes me quite sure it’s a spoof. I got a scam text about a Penalty Charge Notice, but it was so badly written it was obvious right away. They didn’t say when or where the supposed offence happened, no info at all. I really wish I could come face to face with these dishonest, slimy con artists somewhere quiet.
