This was definitely a scam, they claimed to be from some housing repair service.

As soon as I answered the phone, I noticed a faint ‘beep’ noise in the background - probably one of those automated systems scam callers use to dial loads of numbers at once. There was also a brief pause before the person said hello, which felt a bit off. The caller then started mentioning something about “my housing issue,” but never really said who they were or which organisation they were from. I mumbled something vague and they just cut the call straight away. The voice sounded like a woman with a London or South East England accent.
