If they need to get in touch, they usually send a letter first and might follow up with a text asking you to ring them back. The text itself won’t have any extra info or requests. i got a message from this number claiming to be welsh water, saying i had unpaid bills. i rang them and had a quick chat (a really nice welsh lady answered) since i rent a place in wales. they never asked for any bank info or anything, but they did know quite a bit about me and told me to click a link in the text (which i didn’t do). later, it felt dodgy so i contacted my bank and asked them to add extra protections. no extra charges showed up on my phone. really strange, if this is legit then welsh water seriously needs to sort out their confusing and suspicious messages.
