I had a similar experience, to be honest. When we answered the call at first, it felt as if there was no one on the line. Then, as soon as the lady on the other end began to speak, her voice was quite garbled. We mentioned this to her, and oddly enough, she sounded much clearer the next time she spoke. This number appears to be from the Cardiff area, which is local to us, and the woman had a distinct Welsh lilt to her voice. She brought up something about a government grant but wanted to speak to the homeowner, who was out at the time. We suggested that she ring back later.
