Turns out this number belongs to my mother-in-law, and unfortunately she's fallen prey to phone spoofing. Apparently, spoofers can change the number or name that shows up on caller ID, which is what's going on here. Her phone company is currently investigating the issue. She's had this number for about 20 years and is quite upset that she might need to switch to a new one because of this.
