Definitely a scam call, looks dodgy to me.

Got a ring from this number on 18th April. The person claimed to be from Openreach and said my broadband was at risk, needing a reset to a private setup. I told them to call me back later and then hung up. They were quite polite. Can't really tell if it was legit or a scam.
