Based on the first couple of comments here, it's a dodgy recorded message aiming to get you to ring a number in Birmingham. Could be risky, so watch out.

Got this dodgy call saying my IP was used to break into a government site. They warned me my internet and house phone would be disconnected if I didn't ring a certain number. Total scam, don’t fall for it!

I got the exact same message as comment 1, but after a bit, it switched over to a bloke who said he was from my internet company. When I asked him for his number, he just hang up on me.
