So, my neighbour received a rather peculiar call on the 7th of January 2019. They informed her that she had an outstanding council tax debt of £167, and rather intriguingly, mentioned that she could pay via credit card. After hearing this, she promptly ended the conversation. Quite the dodgy situation, I'd say!
