I also received a phone call from this number today (1st December 2018). The person on the other end was claiming that I had evaded taxes. It was rather frightening, but I always rely on logic to overcome such situations. If it actually was the HM Revenue, they would directly contact the company I work for, instead of contacting me directly. It's quite clever of these individuals to attempt this though.

What a weird day! I nearly freaked out when they told me I owed the government £4950 and if I didn’t pay up right away, they’d report me to the police for tax evasion and I’d get arrested.
