Most likely a con artist. I informed them to stay on the line, then muted my phone while I got on with my tasks. Every so often, I'd chime in to tell them to hang tight. Eventually, they became fed up with waiting and hung up. I must admit, it's rather satisfying to have squandered a bit of their time! :)
