No matter how hard I give it back to them, these idiots just keep calling and emailing me. Why on earth aren't they shut down yet?

I keep getting calls from this number, sometimes up to 20 times a day, not every day but pretty much 4 days a week. Even when I divert the calls they just ring again straight away. Do they not understand I don't wanna talk to them? It's really stressing me out. These companies and call centres should definitely be controlled to stop this kind of harassment, especially since some people might have mental health struggles or learning difficulties.
