They called me about five times in two days but never left a voicemail or anything. On the sixth ring, I picked up. It was a lady with a heavy Chinese accent and her English was pretty bad. She kept saying the wrong name, and when I told her nobody here has that name, she just hung up right away. Definitely some sort of spam or annoying telemarketer.

I got this call today. I use BT Call Guardian to stop unknown numbers, but I accidentally answered, and the caller got through. He claimed he was from Shell Energy and said the Government told them to contact customers to set up Smart Meter installations. I told him "No" and he just hung up. I've had calls from similar numbers before, but BT Call Guardian usually blocks them. I've said no to Smart Meters for years, and as a pensioner who's on the TPS, I can't understand why these people keep harassing folks with unwanted calls.

Sounds like this is a legit branch or team from Shell Energy pushing for the Smart Meter switch. I just let them go on until I told them I'd already got an appointment booked for mine. They actually confirmed the date I had set and said sorry for bothering me again. I reckon it's genuine, though a bit irritating - mainly why I scheduled the meter installation, to stop getting bugged so often.
