Looks like spam to me - I’ve had a bunch of calls from numbers like these recently, and they hang up before I even manage to pull my phone from my bag. Usually lasts just a couple of seconds at best. I guess they blast out loads of calls every hour, probably dialing the next number while yours is ringing. Maybe they’re just trying to find active numbers to sell on to other scammers or telemarketers who’ll ring back later.
