so after checking online turns out this is a 'ppi' call. i just added them to mistergroup, its a good call blocker app for android. i defo suggest others try it, its free and only takes a couple mins to set up. once a call is blocked you get a ring tone but no sound, just a tiny octopus icon at the top of your phone showing a blocked call tried to come through. worth giving it a go!
