Can anyone tell me whose number this is?

I put a block on this number ages ago, back in June, 'cos they kept ringing. Now, out of nowhere, they're hassling my bank for 4 payments of €19.95. I got in touch with my bank, and apparently they've received some letter from a bank in Luxembourg claiming I took out a loan. I’m certain I never applied for anything like that. Can anyone advise what I should do?

Today (Thursday 21st Sept 2017) about 3:21pm I got a call showing a London number on my caller ID. Trouble is, anyone I know from London would ring my house phone, never on my mobile. So yeah, this call seemed fishy to me. Probably one of those scam calls.
