Does anyone know whose phone number this belongs to?

I placed this number on my blocked list after they kept ringing me back in June. Now, they're contacting my bank demanding a payment of £19.95 four times over. I’ve reached out to my bank, and they've shown me a letter sent by some bank in Luxembourg claiming that I've applied for a loan. I can assure you, I've done no such thing and wouldn't even qualify for one! I really need some assistance with this matter.

I received a call today, Thursday the 21st of September 2017, around 3:21 PM, and my caller ID indicated it was a London number. However, anyone I associated with that region would typically ring my landline rather than my mobile. This certainly piqued my curiosity and led me to think it’s likely some sort of scam.
