It turned out to be the same person who left the message earlier. I clearly informed him twice that I didn't want him to call this number again, and he accepted my request. There have been no further calls since then. I believe this incident exceeds normal cold calling and therefore, I am considering reporting it.

The man claimed to be contacting me from the 'Financial Crime Investigation' department. Upon redialing the number, I noticed that it had an international dial tone. It seems to be a dummy number in the UK created using VOIP (internet) to charge the caller an exorbitant amount. For instance, when you hear only ringing on the line, you are being charged a significant sum of money. Although I am currently out of the country, I recommend forwarding this information to the authorities.
