They’re just a type of nasty adware designed to freak you out and get you to ring a phoney tech support line. Your computer isn’t really broken, it’s just this dodgy pop-up that probably “freezes” your browser so you can’t use it. To clear it, try closing the browser via task manager first. If that doesn't help, you’ll have to force the computer to shut down by holding the power button till it switches off.
