This number keeps popping up on my screen all the time. First, it says something about 'scanning my computer', then it shows this phone number with a warning that my PC is slow. They never mention which company they're from though, which is quite suspicious.

If you’re worried about malware, try using Malwarebytes Free - it’s really effective. Speaking from experience as an IT guy, it’s one of the best tools out there. Just a heads up, when you’re installing it, make sure to untick the trial version option since you don’t really need it. The free version will detect and handle threats just fine. Another good option is Hitman Pro by Surfright; it’s great but only offers a free trial for 30 days, nothing unlimited. Also, don’t skimp on antivirus software. Free ones usually won’t cut it. I’d recommend looking at Panda or AVG instead of Norton or McAfee. Although those two are popular, for me they’re not the best choice.
