He kept saying I gave him a verbal okay on the phone back in August, which I definitely never did. He then said he'd be sending over an invoice and some kind of certificate for the "good cause". I told him I'd already talked to the police about scams like this and I wasn't paying anything, threatening to take it to court if needed.
