I’ve noticed they’re voice controlled - they only connect if you actually say something. If you answer and stay silent, the call drops after about 15 seconds. It’s pretty clever, looks like some machine rings loads of numbers at once. When someone talks, it passes you to a real person and that’s when the scam proper starts. Just keep quiet and after a bit you’ll hear the call end.
