Can someone tell me if this is a scam or not? I’m really not sure and could use some advice.

I picked up and some recorded voice said I had to hit 1 to confirm the call. It was about tax fraud from HMRC or something like that, and if I didn’t press 1, they said I'd be arrested soon. Seemed fishy to me.
