I haven’t the foggiest who that was; when I answered, all I got was a rather awkward silence. Most likely just another pest, so I decided to block the number.

I must say, the Troy Research Institute seems rather dubious to me. Received a call from 01993704999, and it felt like a right con if I'm honest.
