He knows my name and called me, but I just told him to buzz off.

When I get a call out of the blue, most of the time they hang up before the answering machine kicks in. If it does start recording, I listen to check if it’s someone I actually wanna speak with, then I’ll jump in, otherwise I just hang up straight away. Since doing this, I barely get any spam or dodgy calls anymore. Seems to have stopped them dead in their tracks.

He called, asked for me by my name, and when I confirmed it was me, he just ended the call. Looks like some kind of phishing scam to me. Either way, it's super annoying and pretty rude!
