I picked up and no one was on the other end.

Watch out, this is definitely a scam! I got a call claiming to be from the telephone preference service. They asked if I was still getting annoying calls and then said their service is shutting down. After that, they said a new one is starting up and asked me for my card info to "pay" for it. Total fraudsters! Don’t get tricked by this, it’s pure criminal behaviour!
