What I meant to say in my earlier comment was that for a second offence, you get sentenced to 4 years but only serve 2 behind bars. Anyway, that's how I understand it.

This number is definitely run by scammers. It's best to just ignore any calls from it. Honestly, I wish the law would catch up with these people and give them at least a year inside to think about what they’re doing. Maybe then they'd stop with the scams. If not, they should get double that time, like two years, so they actually serve a proper sentence. Over here in the UK, since folks usually serve only half their time, a two-year sentence means one year locked up, and four years means just two. Hopefully some stricter penalties will sort this out soon.
