If you know who's on the other end before answering, why not have a laugh with it? Record the chat, and right when you pick up say something like "This advice line costs £500 an hour, or part of it - if you agree to pay, carry on talking!" Then go ahead and share some wise tips, and send the bill to their business. Most times, they’ll probably just hang up and never ring back.
