I wouldn't advise picking up the phone if this dodgy caller tries to reach you! They've posed as a so-called local energy consultant, babbling on about loft insulation and suggesting a survey to determine if I was eligible for a government grant for the same. Clearly a scam!

I called back this number out of curiosity. It was some automated message with an american accent asking me if I wanted to opt out, and to leave my name and phone number. Dunno what exactly they meant by opt out or how I ended up on their list in the first place.

This number seems to be automated, as it just cuts off every time I pick up. If I don’t answer, they never leave a voicemail. From what I've seen before with calls like this, it’s probably a scam and definitely an unsolicited call. In the UK, these kinds of calls have been banned since September 2018, unless you've explicitly agreed to receive them. Before that, you had to opt out to stop them. Added another number to my blocked list.
