Cant say for sure, but from what I’ve seen before, this sounds like it might be one of those scam calls. Just my two cents.

I got a voicemail saying my national insurance number was going to be cancelled and that they might take legal action. It sounded dodgy to me so I just hung up. Plus, the way they spoke wasn’t very clear or proper, which made me more suspicious it was some sort of scam.
