They suggested that I was eligible for an upgrade, but their manner quickly turned confrontational when I asserted that they had no affiliation with EE whatsoever. I firmly asked them to cease all communications to my number, which only seemed to provoke them further. This has all the hallmarks of a scam-be wary of this number! Blocking it may prove futile, as they are likely to ring from a different number shortly after.
