This is probably one of those third-party call firms working for a company, just trying to find out if the number is active by getting anyone to pick up. It’s sketchy because once they confirm someone’s there, they might sell or hand your contact details over to others. Not really safe, since you can’t tell who ends up with your info after that.

Someone rang me saying they were from United Utilities. They actually knew who my energy provider was, which was a bit unsettling. They started saying I should switch to them because “your gas and electric supply is basically all from United Utilities anyway, it’s just the name on your bill that changes.” I wasn’t having any of it and ended the call straight away.
